Films, series, documentaries, commercials, photo shoots, music videos… Would you like to shoot in Paris? Paris Film, a department of the City of Paris Film Mission, can help. On this page, you'll find all the information you need to make your project a success.

Mission Cinéma will be closed from December 25, 2025 to January 2, 2026.
Productions are kindly requested to submit their AGATE applications in early December 2025 for any filming scheduled for early January 2026.

Request a prior declaration for filming on the public highway

  • Fill in the form below, specifying the sequences to be filmed and the exact addresses of your sets. Deadline: one week before shooting. Please note: incomplete or late applications may be rejected.
  • Insurance : Prior to filming, the applicant undertakes to take out all necessary insurance and to hold the City of Paris harmless against any liability.
  • Send the form and certificate to gbheantrf@cnevf.se[tournages puis paris.fr après le signe @].

Paris Film will issue you with a registration number, which is equivalent to an authorization. Prior declarations are not subject to payment of a fee.
What you can do with prior declarations
Shoot with a small crew of less than 10 people, using light equipment (spotlights, steadycam, reflector, etc.), only in the streets and/or bridges of Paris, to the exclusion of all other sites, with no special parking requirements for filming or game vehicles, no drones, no traffic control requirements, and no special requests.
What you can't do with prior declarations
Filming at night after 11pm (to respect the peace and quiet of local residents), reserving parking spaces and parking vehicles, filming in parks and gardens, sports facilities, on riverbanks, canals, on the Seine, in monuments, inside Parisian buildings… All these specific locations and times must be covered by a request for filming authorization in our AGATE digital application three weeks before filming.
Prior declarations are also not suitable for requests to intervene in traffic, or for requests involving elements of public order: police or emergency uniforms, dummy weapons, silk-screened cars, stunts, explosions… must be the subject of a request in our AGATE application.

Request an AGATE filming permit

Please note that filming conditions are changing (Updated 12/17/2024)
- As of January 1, 2025, requests for filming in AGATE must be accompanied by the signed VHSS Charter (link below).

- As of September 1, 2024, the deadline for filing requests in AGATE will be reduced to 15 working days (= 3 weeks) for ALL Paris arrondissements.

Advertising requests will benefit from special treatment and more flexible rules.

Parking orders will only be issued for film shoots taking place in arrondissements under stress (Paris Centre, 5th, 6th, 7th, 9th, 10th and the Butte Montmartre in the 18th arrondissement).

- Please note that the Préfecture de Police does not wish any filming to take place within the Champs Élysées perimeter until further notice.

- Since 2022, the number of authorized technical vehicles has been decreasing
For standard shoots (contemporary films without complex action sequences) in central Paris, the 5th, 6th, 7th, 9th, 10th arrondissements and the southern 18th arrondissement (Montmartre district), the maximum number of technical vehicles will be limited to 5 (excluding canteens).
In the rest of Paris (8th, 11th, 12th, 13th, 14th, 15th, 16th, 17th, northern 18th, 19th and 20th arrondissements), the number of technical vehicles will be limited to 8 (excluding canteens).

For exceptional shoots (historical films, action movies or those with a major impact on parking and traffic), please contact the Mission Cinéma as far in advance as possible (at least three months before shooting begins).

Compliance with the 55 db noise standard for generators throughout Paris.
The authorization must be submitted at least three weeks(15 working days) before filming in our AGATE application.
What you can do with AGATE authorizations
With AGATE authorizations, you can shoot with a team of more than 10 people, in specific settings managed by the City of Paris (parks, gardens, sports facilities, libraries, canals, churches, elementary and elementary school…).
You can also request parking spaces for your technical vehicles, shoot a stunt, request intermittent shutdown or neutralization of car or bicycle traffic in a street, request removal of street furniture, use of washers, request lighting modifications, organize a rouling, film with police uniforms, silk-screened cars, dummy weapons, game vehicles, with a drone… etc.
Before embarking on the procedure
  • Before making a parking request or requesting to intervene in AGATE's traffic flow, please take note of the main principles to be respected.
  • When you submit your filming permit application, please bring the following documents with you: synopsis, insurance certificate, script, technical data sheets, location plans for your technical or play area, storyboard if you think it useful.
  • For your layout plans, use the background plan suggested in the CapGéo guide.
If you are requesting parking, please do not park on prohibited streets.
Covid-19 sanitary measures
Please attach to AGATE a typed attestation signed by the production agreeing to comply with the sanitary protocol for filming.
What are the deadlines for AGATE filming requests?
Your application must be submitted at least 2 to 3 weeks before the start of filming (depending on the district). Any application not meeting this deadline may be refused. These two to three weeks are necessary to prepare the filming authorization in coordination with the City of Paris services (roads, cleanliness, lighting, etc.) and with the Préfecture de Police if necessary.
Once your application has been submitted, you will immediately receive an acknowledgement of receipt. Within 24 to 72 hours, you will receive notification that your application has been assigned to a Paris Film manager, who will process your file and with whom you can correspond.

How do parking regulations work?

The increase in the number of film shoots in Paris and their scale (historical films, action films), combined with the reduction in the number of parking spaces, led us to implement all options to reduce the volume and/or duration of parking for technical vehicles.
To do this, we ask productions wishing to shoot in districts under tension to apply for bylaws. As a result, the time required for AGATE requests has been extended to 15 working days, as the process of obtaining parking permits is a cumbersome administrative one. You will find all the details on how to obtain a parking by-law below.
In certain cases, the issuing of bylaws may prove more complex on roads under the jurisdiction of the Préfecture de Police. Please contact the Mission cinéma for further details.

Best practices during filming

Relations with local residents

In order to respect the life of the neighborhoods and their residents, it is imperative to inform local residents in the three days prior to filming, by posting notices or flyers in letterboxes.
During filming, permits must be posted on vehicle windows, together with the telephone number of the person in charge of the control room. This person must be contactable at all times by local residents.
Politeness and courtesy must be maintained at all times. Noise must be kept to a minimum, especially when setting up or dismantling early in the morning or late at night. Small portable generators of less than 10 Kwa are forbidden on the public highway. The environment must be respected.

Comply with road regulations

The Direction de la voirie et des déplacements (DVD) of the City of Paris has issued a note to film crews setting out the conditions to be respected when using the roads.

Comply with environmental regulations

The Direction des affaires culturelles (DAC) of the City of Paris has issued a note to film crews on the conditions to be respected to avoid harming the environment.

Shooting with animals

For tours with domesticated animals, please submit the following documents to the Préfecture de Police in order to obtain authorization to travel in Paris with live animals:
  • animal identification and vaccination papers (equidae, etc.) ;
  • certificate of transport of live animals issued to the driver(s) who will drive them on site ;
  • indicate their stable/habitat.
These documents are required to obtain veterinary approval.
The City of Paris' Direction des espaces verts et de l'environnement has also issued recommendations and measures to respect animal welfare.
