The Parisian Council of Europeans is a 61-member consultative body of the City of Paris. Its members, representing all the nationalities of the European Union, advise the City in its actions, particularly on European issues.
Created by deliberation of the Paris Council in 2019, the Parisian Council of Europeans is a consultative council open to any citizen with European citizenship and a strong link to Paris.

How can I become a member of the Paris Council of Europe?

The members of the Paris Council of Europeans are chosen by lot from among the candidates declared on December 16, a few days after European Citizenship Day. Each EU country is represented proportionally to the number of nationals present in Paris, including the French, who have 9 seats. The term of office is one year, renewable once.
To become a member of the Parisian Council of Europeans, the following conditions must be met:
  • Be at least 18 years old at the time of registration;
  • Be a citizen of a member country of the European Union ;
  • Have a strong link with Paris: live, work or study there, or have some other strong, long-term commitment to the city (e.g. to associations);
  • Be registered on the municipal electoral roll (or become registered when you register);
  • Hold a Citizen Card (or become one when you register).
Candidates are also asked to write a short motivational text when they register.

The objectives of the Parisian Council of Europeans

The 61 members of the Parisian Council of Europeans advise the municipality in its decisions on issues such as European and international associative life, the reception of European foreigners, tourism, the City of Paris' international relations, and any other subject they deem relevant.
The Council works in close cooperation with the elected representatives of the City of Paris, to whom it submits opinions and recommendations. Its 61 members can also take up matters of interest on their own initiative and put forward proposals. In particular, they can propose one wish per year to the Paris Council.

Actions of the Parisian Council of Europeans

Since it was set up in January 2019, the Parisian Council of Europeans has carried out a number of concrete actions:
  • A major information campaign was launched to make European citizens aware of the possibilities of voting in the European and municipal elections. To achieve this objective, CPE members chose to communicate directly with the communities of European nationals in Paris. Thanks to the mobilization of their networks, they produced information posters inviting people to vote in the elections;
  • A brochure presenting an overview of the climate plans of 13 cities in 8 EU countries, with concrete examples of the most emblematic actions, was produced, leading to a climate debate with Deputy Mayor Célia BLAUEL.
  • In 2020, two members of the Parisian Council of Europeans presented the body and their work to the European Union's Committee of the Regions in Brussels, as part of a project to promote European citizenship and share best practice in this field.

The wishes of the Parisian Council of Europeans

In December 2023, the CPE presented its wish to the Paris Council. This was unanimously adopted by the Councillors present, requesting that the City of Paris take inspiration from the initiatives carried out in various European cities, studied by the CPE, with a view to optimizing water and energy management in Paris.
This includes a campaign to raise awareness of the need to reduce water wastage, based on successful initiatives in Italy and Spain.
At the same time, the CPE members also advocate the introduction of educational meters in Parisian homes, inspired by the Thames Water model in London. This could be part of a collective challenge similar to the Paris Climate Agency's "Défis Déclics" program.
In addition, a distribution of water-saving kits to participants would be organized, including aerators for taps, flow regulators for showers, and Buffaloo cistern bags, aligned with successful practices in Bristol and Cambridge in the UK.
