Domiciliation for the homeless

If you are homeless, living in a mobile home or in a precarious situation, having an address gives you access to your civil, civic and social rights.

Structures offering domiciliation

In Paris, the Direction des Solidarités de la Ville de Paris and 41 associations approved by the Préfet offer this service to homeless people at 57 different sites throughout Paris. In the other communes of the Ile-de-France region, the CCAS (Centres Communaux d'Action Sociale) of each commune offer this service to homeless people living in their area.

Paris Adresse is the domiciliation serviceof the City of Paris' Solidarity Department. Located in the 17tharrondissement , this service provides domiciliation services for individuals. To apply for a domiciliation for a company or as a self-employed entrepreneur, you can contact Pôle emploi or the Chamber of Commerce and Industry (CCI).
Unlike domiciliation associations, Paris Adresse can only domicile people who can provide proof that their place of residence is Paris, as required by law.

How Paris Adresse works, site of the City of Paris Solidarity Department

Paris Adresse is located at 25, rue des Renaudes in the 17th arrondissement.
All applications are examined after an interview with an officer responsible for assessing the applicant's situation and verifying that he or she is domiciled in Paris, on the basis of the supporting documents provided by the applicant.
Additional supporting documents may be requested during the interview to clarify the situation.
  • Paris Adresse's Domiciliation service is open Monday to Friday, 9am to 5pm (Wednesdays until 12:30pm) to examine requests for domiciliation (first applications and renewals), issue certificates of domiciliation, and establish a power of attorney.
  • The Paris Adresse mail service is open Monday to Friday from 8am to 6pm (Thursdays until 7pm) to deliver mail to residents.

To apply to renew or reopen your direct debit, you can :

Luggage stores

For a homeless person, looking after personal belongings is a constant concern. Luggage storage areas are available for safekeeping. Please note: only identified and closed luggage is accepted. Do not leave perishable items (food, medication, etc.) in these areas.
Some facilities are fully booked. It is therefore advisable to call or write to them before visiting.

Drinking water fountains

In streets, parks and gardens, 1,200 public fountains and water points provide drinking water. This water is the same as that available from the tap. You can drink and use it in complete safety. Some fountains provide sparkling water. Others are equipped with soap.
Nearly 400 free public toilets in Paris are accessible to people with disabilities, and include a drinking water point.

Cultural and sporting activities

Paris offers free or low-cost leisure activities, and there are plenty of opportunities to take part in sporting and cultural activities.

Libraries

Parisian libraries are free and open to all. They are open from Tuesday to Saturday, and some on Sundays, although opening hours vary from one library to another. You can freely consult books, newspapers, magazines, surf the Internet and play video games.
If you wish to borrow documents, you must provide proof of identity. A single registration entitles you to borrow from all municipal libraries. Recipients of minimum social benefits are entitled to a free subscription to books, CDs and DVDs (for more information, visit paris.fr), as well as to the digital library and its online courses. Numerous free events (meetings, debates, workshops, concerts, screenings, storytelling, etc.) are offered all year round for adults and children.

Paris events

All year round, Paris offers festive events with free access: open-air concerts and cinema sessions, Paris Plages, Nuit Blanche, exhibitions at Hôtel de Ville, the July 14th ball, etc. These events are announced on billboards and on paris.fr.
The Culture du Cœur association, in partnership with the City of Paris, is offering a number of free show tickets to associations and institutions.

Museums

Admission to the permanent collections of Paris museums is free. There is a charge for temporary exhibitions, except for the under-18s, the unemployed and those on minimum social benefits. The collections are open daily (except Mondays and public holidays) from 10am to 6pm.

Municipal swimming pools and tennis courts

Access to these municipal facilities is free for jobseekers, RSA recipients and holders of the Paris Pass famille card, on presentation of valid proof. Asylum-seekers who have been issued a "récépissé demandeurs d'asile" are also entitled to free admission.

Free sports activities in the parks

Sports sessions, open to all, are offered every Sunday from 9am to 12pm (except in July and August). They are led by state-certified instructors and local teachers. You can practise gymnastics and stretching exercises, as well as ball games and racket sports.

Solidarité Transport" fares

The "Tarification Solidarité Transport" scheme enables you to benefit from substantial reductions or free use of Île-de-France Mobilités public transport.

Who can benefit from "Solidarité Transport" pricing?

You can apply for the "Solidarité transport" rate if you are a beneficiary:
  • Revenu de Solidarité Active (RSA)
  • the specific solidarity allowance (ASS for the unemployed)
  • Complémentaire santé solidaire (CSS) with no financial contribution (formerly CMU-C),
  • state medical aid (AME)
  • Carriers and/or companions of holders of certain disability cards (ONAC, CMI) can also benefit from the Tarification Solidarité Transport (Transport Solidarity Pricing) scheme.

Taking care of yourself

A number of schemes have been set up to ensure that precariousness does not deprive you of access to healthcare. Between the Protection universelle maladie (PuMA), the Complémentaire santé solidaire and the Aide médicale de l'État (AME), you can find a solution. You are also entitled to coverage for urgent care.
You can apply directly to the Assurance Maladie or to social services and medical-social centers.
Emergency care covered
If you are not covered by either the PUMa or the AME, you can obtain coverage for your urgent hospital care, after assessment of your medical and administrative situation.

This includes :
- care whose absence would endanger your life or health on a long-term basis
- those related to epidemic diseases
- for minors, pregnant women, newborns, unborn children and terminations of pregnancy (voluntary or medical).

Urgent care is provided in public or private health establishments:
- as part of hospitalization
- as part of outpatient treatment and consultations, including the dispensing of medicines.

Emergencies

Parisian hospital emergency departments are there to welcome you, 24 hours a day, all year round.
Their role is to treat serious cases, those requiring immediate care. More often than not, your situation will be better dealt with in less specialized, but more appropriate, departments.
Only seek emergency care if your condition requires truly urgent treatment!

Universal health protection (PUMa)

What's it for?

The PUMa provides reimbursement for treatment and medication. It does not exempt you from having to pay in advance for the cost of treatment (ticket modérateur, etc.). It can be supplemented by the Complémentaire santé solidaire. The latter is comparable to a mutual insurance company, and covers the cost of out-patient and hospital treatment.

Who can benefit?

It is available (and even mandatory) for :
  • French nationals and legally resident foreigners (residing in France for at least three months)
  • not covered by another compulsory social security scheme.
Henceforth, salaried employees are no longer required to provide proof of a minimum period of employment, but only that they are in employment. People who are not in employment are covered for their healthcare costs solely on the basis of their stable and regular residence in France.

The PUMa is free below a certain income level. Entitlement to Complémentaire santé solidaire depends on a person's situation and resources. Depending on the resources of the beneficiaries, the Complémentaire santé solidaire is :
  • free if income is less than €753 per month for a single person
  • with a financial contribution of less than €1 per day per person if income is less than €1,017 per month for a single person.

How do I get it?

You'll need to fill in a form from Assurance Maladie, which also includes a declaration of means. You'll need to provide proof of identity and address, as well as your old Vitale card, if you have one. You may also be asked to provide proof of income and, if you are a foreign national, proof of legal residence.

State medical aid (AME)

What's it for?

The AME provides access to healthcare for foreign nationals in an irregular and precarious situation. It covers 100% of medical and hospital care in the event of illness or maternity, up to the Social Security rate. All healthcare professionals are obliged to accept AME beneficiaries.

Who can benefit?

It is intended for illegal foreign nationals residing in France for more than three months and whose income does not exceed a certain level (€9,041 per year for a single person). It also covers your dependents (spouse, children).

How do I get it?

You'll need to fill in a Health Insurance form, which also includes a declaration of income. This form must be accompanied by proof of identity, proof of residence (or proof of address) or any other evidence that you have been living in France for more than three months.

The relationship between the AME, health insurance and complementary health insurance

If you are admitted to the AME and your residency situation in France subsequently becomes regularized, you will no longer be eligible.
You will then be covered by health insurance like any other insured person:
  • your salaried activity
  • your stable residence in France for more than 3 months.
You can also benefit from the Complémentaire santé solidaire scheme, provided you meet the means test.
On the other hand, if you are covered by the French health insurance system (through your salaried activity or stable residence in France for more than 3 months), and it is established that you are no longer legally resident, you can no longer benefit from it, but you can obtain the AME, provided you meet the means test.
State medical aid (AME) on humanitarian grounds
The decision as to whether or not to admit a person to the AME on humanitarian grounds does not fall within the remit of the Assurance Maladie. It is the responsibility of the Minister for Social Action.

It is therefore not a right, but a possibility. Very few cases are admitted to this type of scheme each year.

Where can I go for treatment?

If you have health insurance, you can turn to several facilities that offer care at the agreed rate (€25 for a general practitioner's consultation):
If you don't have health cover, you can contact the city's Centres médico-sociaux (CMS) or certain associations. The CMS offer patients health check-ups, as well as support in accessing rights and health services.

Hospitals have set up special services, known as Permanences d'accès aux soins de santé (PASS), to facilitate patient access to the healthcare system (examinations and the possibility of dispensing medication in certain hospitals).
